William Wade (Bill) is the Vice President of Global Trade Compliance in the Washington, DC area.

Bill is a retired Lt. Colonel from the United States Army with more than thirty years of military and civilian experience. His expertise is in export/import compliance and policy, along with extensive knowledge of The International Traffic in Arms Regulations (ITAR), Export
Administration Regulation (EAR) and Security Assistance Manual (SAM). He brings to the table his experience with private industry and with government perspectives in mind. Bill provides focused guidance, training and assistance regarding company export and compliance matters.

Bill’s mission is to teach others to provide compliant, customer focused Trade Control service to customers to ensure timely support of International business. Bill believes it is imperative as a Trade Practitioner to understand what is in your “tool box” and then study and improve and utilize each tool for optimum compliance and customer service which includes, but not limited to, your company’s product, regulations, policy, training and your experience. Bill is the L3HARRIS lead for the Global Trade Group (GTG) serving as lead Empowered Official. He serves as a Member of International Council, Aerospace Industries Association (AIA); He is the immediate past Chair of the Defense Trade Advisory Group (DTAG), Federal Advisory Council to the U.S. Department of State and served on the DTAG for over 10 years. Bill also serves on the Council for L3HARRIS’s Diversity and Inclusion as the Executive Sponsor the L3HARRIS AARG.

Prior to L3HARRIS Technologies, Bill worked at Raytheon and at Boeing. At Raytheon, he was a Senior Director providing advice and counsel to senior management in establishing direction, strategy and policy along with developing a training and curriculum map to increase employee and staff career development. He served as the Lead for Export and Import (EX/IM) Operation, while enabling Subject Matter Expert (SME) guidance to personnel on export/import issues and trained personnel and license stakeholders in EX/IM. Bill is a “proven” leader – excelling in problem solving and team building skills. While serving in the Army he had 18 years of aviation experience, worked with systems integration, management of technical personnel, development of acquisition strategies and extensive work with contracting and procurement budget analysis.

He is a graduate of the Wharton School of Executive Leadership and Development. Bill is a Life Member of Alpha Phi Alpha Fraternity, Inc. He has served in several positions of leadership to include District Director, Chapter President, Chapter Vice President and President of the Chapter’s 501 (c)(3) Scholarship Foundation.

Gary Stanley is the President of Global Legal Services, PC, a Washington, DC-based law firm focusing on trade compliance issues. Kathleen Lockard Palma is Vice President, Global Trade Controls at Boeing. Her team is responsible for ensuring compliance to global regulatory export and import requirements. Kathleen leads a team of professionals in 13 countries.

Previously Kathleen served as GE’s lead lawyer for all export control, sanctions and customs matters. Before GE, Kathleen was an Associate in the International Trade Practice of Dewey Ballantine (RIP).

She served as Vice Chair of the PECSEA during the Obama Administration. Kathleen is a graduate of the University of Chicago Law School and Georgetown University, School of Foreign Service.

Lawrence (Larry) Fink is Senior Assistant General Counsel and Vice President at Leidos, Inc. (formerly SAIC). As the Director of International Regulatory Compliance, he is responsible for ensuring corporate-wide compliance with import and export regulations and anti-bribery laws, including the Foreign Corrupt Practices Act (FCPA) and United Kingdom Bribery Act. Mr. Fink is currently serving a fifth term as an industry representative on the Defense Trade Advisory Group or DTAG. Before joining the SAIC Legal Department in 2002, Mr. Fink was an arms control and national security analyst, providing implementation and compliance support to the Department of Defense for strategic arms control treaties and agreements, including START II, the Cooperative Threat Reduction Program, Nuclear Safeguards, and the Chemical Weapons Convention. Mr. Fink is a graduate of Johns Hopkins University and holds a masters degree from Georgetown University in Russian studies. He received his law degree from George Mason University School of Law and is a member of the Virginia Bar.

Michael Vaccaro

Mr. Vaccaro assumed the position of Deputy Assistant Secretary of State for Defense Trade Controls in January 2024, where he oversees the Directorate of Defense Trade Controls and the International Traffic in Arms Regulations, ensuring that U.S. commercial exports of defense articles and defense services advance U.S. national security and foreign policy objectives.
Mr. Vaccaro has been a member of the Senior Executive Service since 2013. Mr. Vaccaro joined the State Department from the Department of Defense (DoD) where he served as the Principal Deputy Assistant Secretary of Defense for Industrial Base Policy (2022-2024) and as the Director for International Armaments Cooperation (2019-2022). In these roles, he led and supported DoD’s efforts to develop and maintain the U.S. defense industrial base to ensure a secure supply of materials critical to national security. He also advised the Under Secretary of Defense for Acquisition and Sustainment in managing DoD’s cooperative relationships with foreign countries and served as the United States’ Deputy National Armaments Director. Mr. Vaccaro also co-chaired bilateral forums with key European, Indo-Pacific, and Western Hemisphere allies and partners to further armaments cooperation.
Mr. Vaccaro previously served as the Director of the Office of Strategic Industries and Economic Security in the Department of Commerce’s Bureau of Industry and Security (BIS) (2013-2019). In this position, Mr. Vaccaro was responsible for implementing BIS’s defense trade, industrial base, and foreign investment programs. Prior to assuming his duties as office director, Mr. Vaccaro served in other senior positions within the Office of Strategic Industries and Economic Security. Before joining Commerce in 2000, Mr. Vaccaro held government affairs and research positions with international trade and consulting organizations in Washington, DC.
Mr. Vaccaro is a recipient of the Office of the Secretary of Defense’s Medal for Exceptional Civilian Service. While at Commerce, he received meritorious service awards for his role in implementing export control reform and supporting emergency preparedness. Mr. Vaccaro holds undergraduate and graduate degrees from Georgetown University’s School of Foreign Service and National Security Studies Program. Mr. Vaccaro is also a distinguished graduate of the National Defense University’s Industrial College of the Armed Forces.

Rosa Rosanelli is currently Vice President, Head of Compliance for Patria Group, an international provider of defense, security and aviation life cycle support services, pilot training and technology solutions.

A Lawyer specialized in export controls, Rosa has analyzed and actively contributed to the resolution of legal and compliance issues within several European defense companies, including foreign affiliates of US companies. Author of a Handbook on export controls and a report for the Italian Senate, she has held trainings for EU Commission Officials on ITAR and has participated to training efforts for the benefit of third governments’ officials on strategic trade controls, in cooperation with the Joint Research Center of the European Commission.

Rosa chairs the Export Control Committee of ASD, the European Aerospace and Defense Industry Association, she is author of several legal publications, and a member of the editorial board of the “Strategic Trade Review”, a peer-reviewed specialized review on export controls and sanctions.

She is also Project Lead for the “Trade Compliance Project”, a joint cooperation between Patria and Kongsberg Groups, which was awarded a WECR Award in 2022.

Education:
A Lawyer specialized in export controls, Rosa holds a Master in Law of Air, Space and Telecommunications at Paris XI University and a Master in International Relations (International law) at Rome La Sapienza University.

Rosemary Pratt

Rosemary Pratt is the Director for Export Control and Sanctions. Her directorate includes the Export Control Joint Unit (ECJU) and the sanctions policy team. Rosemary has worked in several departments, beginning her career at DfE, and gradually moving into roles with a national security focus including in Home Office and DCMS. Most recently she spent over 4 years in the Cabinet Office, much of that time as director for state threats and cyber in the National Security Secretariat (NSS). Rosemary has three older children; her youngest son is autistic and has ADHD. He is the inspiration for her corporate role as SCS Champion for the Civil Service Neurodiversity Network.

WHAT IS CPD?

CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

CPD AND PROFESSIONAL INSTITUTES

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
